Next stage: an evidence-backed benefits knowledge exemplar

The owner has now authorised unattended full-DMG completion. Follow the durable checkpoint and finite semantic worklist for current work; the table below describes the established pilot baseline.
This is an independent public research project. A source capture, a model proposal and a specialist-approved rule are different deliverables. No individual entitlement or payment decision is implemented.
Full-DMG research update
All 331 frozen DMG PDFs are acquired: 14,743 measured pages. Bounded proposals now cover all 78 substantive PDF units, with 271 concepts and 343 proposals including the preserved pilot. The remaining 253 units have recorded research outcomes and gaps. The 160 observed source-guided trials preserve partial answers and underspecified rubrics; no specialist or live-runtime acceptance is implied. The current checkpoint records final consumer and publication gates.
The table and sequence below preserve the initial pilot assessment. Consult the research gap register for remaining interpretation, extraction and operational work.

The source and concept totals are separate denominators. Fifteen relationships do not amount to a comprehensive welfare ontology. Source references remain navigation; only explicitly authored semantic proposals use the new predicates.

Immediate sequence
- Source-complete DMG discovery: acquire against the 331-PDF denominator, classify chapters/memos/amendments, measure extraction quality and publish any failures. Preserve the original Pension Credit snapshot.
- A reviewed Pension Credit example: take DMG 84351–84356 through evidence, proposed meaning, legal dependencies, exceptions, evidence requirements and independently accepted synthetic cases. The current candidate is a review packet, not executable policy.
- Cross-benefit relationships: build source-family and benefit applicability before linking shared terms. Bring in ADM where the official guidance directs; do not apply Pension Credit rules to UC by analogy.
- Seminar experience: expose search, passage retrieval, concept relationships and coverage through a website, bounded read-only retrieval tools and a separately labelled presentation action. Prove each host connection and keep citations visible on the projected page.
- Freeze exact bytes on 24 September: record source, semantic, human-review and interface coverage separately. Use 25 to 29 September for room/audio rehearsal and defect handling under a documented change decision.
Review inputs still needed
The original Markdown plan referred to in the private correspondence was not supplied. Domain reviewers need to confirm the priority rule family, benefit/date/jurisdiction scope, operational evidence requirements, representative cases and acceptance criteria. The requirements summary does not publish the correspondence or identify staff. These gaps do not block corpus acquisition or structural validation.
Change and assurance boundary
This stage is an additive discovery and semantic pilot. The original domain-profile/ handoff and its hash-bound evidence remain unchanged. It is not silently reissued as a full-DMG profile. Stage-two scope records the expansion and open production gates.
The builder now reads knowledge/**/*.yamlld and compiles explicit semantic_relations from the authored source. The semantic contract defines the four permitted predicates. The generated graph, runtime relationships, Markdown and map come from the same inputs. The legislation and existing WebMCP repositories were inspected read-only. A companion Explorer Timeline correction separates source publication from capture and generation dates; its application checks and deployment are recorded separately.
