Unattended full-DMG completion

The owner authorised unattended completion on 15 September 2026, including the public, unofficial bundle. Continue through normal feature branches, independent agent review, required checks, pull requests and publication. No additional owner confirmation is needed for that agreed scope.

Definition of done

The deliverable is a source-complete, searchable and evidence-bearing research bundle for the 331 PDFs in the frozen DMG census. Report source coverage, extraction quality, semantic coverage and specialist review separately. A record of an unresolved policy question is useful evidence; it is not an approved answer.

1. Acquire and verify all 331 PDFs, reusing the original 36 only after identity checks. Reconcile measured page counts, extraction outcomes and source classes. Preserve source receipts and original files.
2. Produce a supported indexed Explorer corpus with full-page search, lazy source-page records, working original PDF links, role facets and evidence-bearing graph navigation. Preserve established Pension Credit identities and the existing small demonstration.
3. Complete the finite chapter and source-family worklist in evaluation/full-dmg-coverage-plan.json. Author individual YAML-LD concepts and source-backed relationship proposals; record exact evidence and unreviewed status. Keep headings, structural links and interpreted domain relationships distinguishable.
4. Map advertised source dates, amendment and memo references, and legislation dependencies with their evidence. Unknown publication or applicability dates remain unknown. A capture date never substitutes for a source date.
5. Cover the agreed staff needs, projected personas and user stories with evidence-based retrieval cases and no-answer controls. Document cases requiring a specialist's expected outcome.
6. Run deterministic source, semantic, projection, retrieval and consumer checks. Independently review the change; publish through a checked PR. Verify immutable candidate links and canonical post-merge CI, recording the actual checks and limitations.
7. Freeze the demonstrated candidate by 24 September 2026 for the 30 September seminar. After that freeze, publish only documented defect corrections or changes explicitly requested by the owner.

Scope and permissions

• Public GOV.UK acquisition, local processing, source-grounded semantic drafting, checks, public commits, reviewed PRs and publication are authorised.
• Full ADM is outside this denominator. Select only a documented contextual subset needed for the DMG/ADM boundary, keeping its source counts separate.
• CPAG remains a metadata-and-links reference. Its subscription terms require prior written permission for subscription content in AI tools or automated processing. Owner approval alone cannot grant CPAG's rights. Do not sign up for a trial or ingest handbook body text as part of this work.
• Specialist approval is required before labelling an interpretation legally or operationally accepted. No such approval is claimed. Do not calculate awards or create an executable entitlement engine under this completion task.
• Preserve the original domain-profile/, source snapshot, immutable launch links and private/untracked research/ material. Do not publish private correspondence or staff identities.
• Website, actual WebMCP host invocation and ChatGPT live voice/room audio remain separately scoped seminar work. They are not prerequisites for honest research-bundle completion.

Resuming work

Read this file, evaluation/full-dmg-progress.json, the finite coverage plan, repository contracts and current Git/PR state before changing anything. Resume the next unfinished task rather than restarting acquisition or overwriting checkpoints. Check for active workers before launching another writer for the same paths.

Use bounded acquisition and semantic batches. Keep deterministic extraction separate from authored interpretation. Record progress and outstanding failures before ending a turn. An unattended continuation attached to the same task should resume work hourly while useful work remains; it must not create duplicate PRs or publish an unchecked candidate. Pause it on completion, at the content freeze, or when only an external decision remains.

If an external permission, unavailable source, usage limit or specialist decision blocks one part, finish independent work and leave an explicit gap. Do not consume reset credits, purchase services, contact other people or change account permissions without the separate authorisation those actions require.

Delivery architecture

The current Explorer YAML-LD small importer permits 10,000 total graph entries. The full corpus exceeds that with pages and containment assertions alone. Keep bundle/ as the existing Pension Credit demonstration; add full-dmg/okf-explorer.json as an indexed corpus with compact YAML-LD control files and bounded semantic shards. Build full-text postings from complete page text, independently of short result snippets.

The full-DMG consumer source is pinned to reviewed Explorer commit 8e01dfe16538c6045ee1d55b64c3f6e24bada9f7 (PR #121). The final browser receipt also records the deployed main commit and application identity, so an identical application tree can be traced through its merge. Bind validation to the exact producer and application bytes actually tested. Indexed Timeline checks cover direct opening and the declared source release month.
