The existing access review records the publisher's reuse route and the limits of the public metadata currently linked from this project. A trial or subscription is not being treated as permission to republish content. The owner can use the following scope when seeking a licence through the publisher's stated route. No contact details or private correspondence are included.

Proposed request

We are developing OKF-DWP, an independent experimental research resource that links public benefits guidance to inspectable evidence. It is not an official DWP service or an individual entitlement calculator. The repository and demonstration are public.

Please advise whether permission could cover the following separate uses of the Welfare Benefits Handbook 2026/27, and the applicable conditions and fees:

  1. A linked contents catalogue with headings, stable source links, edition and publication metadata.
  2. Automated extraction into a private, access-controlled research index.
  3. Bounded quotations shown to authorised reviewers beside their original source.
  4. Sending selected evidence to named AI providers for a research evaluation, with applicable retention and training settings agreed explicitly.
  5. Any public publication of excerpts, derived semantic descriptions, evaluation outputs or downloadable evidence packages.

Please distinguish any permitted private research use from public redistribution. We would also need to agree attribution, quotation limits, eligible users, update/version obligations, retention, deletion on expiry, and whether any third-party material needs separate permission. Access controls must also apply to an AI tool, cached evidence and replay links, not just the visible website.

Record the response before implementation

Keep the authorised edition, parties, dates, purposes, audience, technical processing, AI providers and redistribution terms in a rights register. Record refused or unanswered uses separately. Only then design a scoped acquisition and publication change. Continue using public metadata while permission is unresolved; do not acquire handbook bodies through this draft.

The request does not assume that CPAG will grant any of these uses. Sending it remains the owner's action; no email or other message has been sent by this run.
