CPAG handbook access review

Addition to the bundle
The bundle includes one external reference to the Welfare Benefits Handbook, published by Child Poverty Action Group. Its title, publisher links, access boundary and project-authored relevance note are searchable in Explorer. The welfare rights adviser persona links to it; it links to the Pension Credit topic. These are navigation relationships, not evidence of any particular benefit rule.
CPAG's catalogue marks this handbook as a subscriber resource. The catalogue's current link names 2026/27; the subscriber edition was not inspected. A separate public contents navigation capture records 90 visible labels and links, with no chapter body. Its public housing-costs index links a Pension Credit chapter, establishing relevance without acquiring it.
No handbook chapter body, tables or rule interpretations are included. The public contents navigation is retained separately as observed metadata, outside the bundle. The original Pension Credit pilot inventory remains 36 PDFs and 1,524 pages; the later full DMG and ADM acquisitions have their own inventories. CPAG is counted as an external reference, never as an acquired source document or searchable handbook corpus. The CLI continues to search only the captured DWP pages.
Rights decision
CPAG's terms and conditions state:
- Website clause 6.2 reserves reproduction and republication rights.
- Website clause 11.2 directs content reuse requests through PLSclear.
- Website clause 12 restricts automated extraction and specified AI uses, subject to its stated legal limitations.
- Subscription clauses 9.2 and 9.3 reserve reproduction/distribution rights and require prior written consent for subscription content in AI tools or automated processes.
The project therefore adds original metadata and links only. Any later content integration needs a documented permission covering the intended extraction, AI processing, derived representations and public redistribution. A subscription has not been treated as that permission. No account, user-held contract or publisher permission has been examined, and no permission request was sent.
The review receipt records primary URLs, clause locators and retrieval limitations. It contains project-authored findings, not a copy of CPAG's website or handbook. The tool returned parsed public pages without raw HTTP status; that is recorded explicitly.
Future work
If permission is obtained, agree the authorised edition, scope, update process, permitted users and public/private boundary first. Keep adviser commentary, DWP policy, legislation and case law identifiable throughout. Paragraph-level mapping and substantive comparison require access and expert review.
Edition, publication and capture dates
CPAG identifies the 2026/27 handbook as the 28th edition and describes its release as April 2026. Its 6 April 2026 update announces online availability. The bundle records the book publication month as 2026-04 on the referenced schema:about Book, not as the publication date of our own reference record. The original capture remains 15 September 2026. Prepared permission scope
The 20 September permission request draft separates private indexing, reviewer excerpts, AI processing and public reuse. It is ready for owner review but has not been sent. It does not change the existing acquisition or publication boundary.
