# Local Government and Social Care Ombudsman

For the selected [England context](../jurisdictions/england.md), the Ombudsman
publishes guidance about waste and refuse complaints. The guidance says to
complain to the council first and normally complete its complaint stages. It
also says a council remains accountable when a private contractor delivers
the waste service.

Acceptance and investigation remain decisions for the Ombudsman. This record
does not promise a remedy or transfer accountability to a contractor.
