# Implementation roadmap

## Phase 0 — reviewed initialization

- Review the repository scaffold, research overview and licence decisions.
- Initialize Git and make one initialization-only default-branch commit.
- Create the private GitHub remote only after explicit owner authorization.
- Keep remote CI and GitHub Pages publication disabled.

## Phase 1 — domain profile and contracts

- Define scope, denominators, users, tasks, authority and freshness policy.
- Inventory actual Explorer consumers and pin their compatibility expectations.
- Select and version OKF 0.2, CPSV-AP, Open Referral UK, SKOS, PROV-O and
  SHACL applicability.
- Resolve repository code, documentation and ontology-term licensing.
- Record dated source-family, OGL, CPSV-AP, Open Referral UK and HSDS rights
  evidence without expanding source acquisition.

The owner approved the profile and three fixture contracts on 2026-08-07.
Repository-authored material is MIT, every registered source host has a dated
rights decision, source content remains link-and-summary only, and no snapshots
are approved for redistribution. Licensing completion does not authorize
publication, which remains a separate explicit owner gate.

## Phase 2 — three vertical slices

1. Missed rubbish collection.
2. Learning to drive, including speeding or parking enforcement.
3. Death, Tell Us Once and estate administration.

Each slice must include the ordinary path, exception path, jurisdiction,
provider, evidence, rule, time, outcome, redress and source provenance.
Implementation is authorized within the approved bounded source scope.

The missed-rubbish slice was merged in PR #3, the learning-to-drive slice in
PR #4 and the death-and-bereavement slice in PR #5. The third slice has
separate national registration routes, the Tell Us Once/Northern Ireland
notification boundary, three estate-authority routes, private dependencies and
a 20-reference denominator. All three approved slices and their rights
decisions now exist on main. The integrated local Explorer remediation rerun
passed on 2026-08-07: Reader/query, relationship and node provenance, browser
source handoffs and licence/notice journeys all pass. Scope approval and
candidate freezing remain separate gates. A separately authorized link-only
reference-family inventory was completed without starting leaf corpus
acquisition.

## Initial sample review and release track

The [review and publication plan](docs/review-and-publication-plan.md) defines
the bounded route to an initial sample: integrated review, actual Explorer
compatibility lock, explicit claim/limitations scope, frozen candidate,
separate owner publication request, manual Pages promotion and exact-browser
verification. The complete Phase 3 and Phase 4 corpus are not prerequisites
for a clearly labelled non-conformance three-slice sample.

## Phase 3 — ontology and curriculum

- Publish the governed concept and predicate registries.
- Add SHACL publication shapes and validation reports.
- Implement the twelve-lesson beginner curriculum.
- Test plain-language explanations against non-specialist personas.

## Phase 4 — complete life-course atlas

- Complete the 24-domain by five-reference-jurisdiction inventory and gap
  analysis. Completed on 2026-08-07 with 142 external records, 120 assessed
  cells, 12 gaps and zero snapshots.
- Use the owner-approved 293-family staged denominator and corpus-acquisition
  policy: exhaustive-authority plus representative-and-exception local
  coverage, GSS/applicable ODS identifiers, manual health links,
  regulator-first dependencies and governed sector redress.
- Use the locally approved `okf-explorer-large-corpus.v1` projection with seven
  reconciled colour facets and static search to stage and measure implementation.
- Expand against declared GOV.UK, devolved-government, NHS and local-service
  denominators.
- Add 40–50 end-to-end journeys and 250–400 canonical service families.
- Publish coverage, omission, freshness and jurisdiction matrices.
- Add at least 100 competency questions and executable Explorer journeys.

The owner authorised this phase on 2026-08-08 through
[`life-course-population-contract.v1`](profiles/life-course-population-contract.v1.yaml).
The foundation contract fixes 293 families, 24 domains, 48 normalised
enclosing processes, eight delivery packs, governed predicates and separate
population-complete and release-grade gates. Implementation remains staged
and link-only. The owner later authorised the population-complete preview and
the bounded rich-runtime publication correction; automated or broader
publication remains unauthorised.

The universal Explorer narrative and typed-source contract merged as
OKF Explorer PR #72 on 2026-08-08. The three-slice migration now supplies six
validated `life-course-family.v1` dossiers, per-record narratives, all 53
existing references as link-only typed resources, and deterministic JSON-LD,
YAML-LD, validation, locator, adjacency and provenance-bearing relationship
projections. No source response body or snapshot was acquired.

The shared authority/source-infrastructure delivery completed locally on
2026-08-08. Its reviewed denominators contain 382 principal-authority areas,
19 strategic/combined authorities, 397 dated GSS geographies, 438 reusable
organizations and ten regulator/redress sector maps. Seven external
infrastructure sources have body-free metadata receipts. The 1,434-concept
projection and its search results are now deterministically sharded above the
1,000-record boundary and pass real local Explorer search, detail and graph
journeys.

`PACK-001` completed locally on 2026-08-08. The first three life-course domains
now add 36 population-complete discovery dossiers, 36 service narratives,
three domain narratives, 45 active body-free source receipts and 13 competency
questions. The resulting 2,485-concept projection contains 160 typed source
links and 2,894 provenance-bearing relationships. Alias search, authored
Narrative, family-centred Graph and official-source handoff journeys pass in a
visible local Explorer. That review established the repeatable pack baseline.

`PACK-002` completed locally on 2026-08-08. School years, transition to
adulthood and further education/university/research now account for all 36
contracted families, adding 35 dossiers while preserving the deeper
learning-to-drive vertical slice. Forty-four current link-only sources and 13
additional competency questions passed deterministic acceptance. The
3,496-concept projection contains 77 dossier-backed families, 300 typed source
links and 4,850 provenance-bearing relationships. That review established the
overlap-preservation path for later packs.

`PACK-003` completed locally on 2026-08-08. Finding work, employment and
money/tax/benefits add 36 dossiers, service narratives, 45 active link-only
sources and 13 competency questions. The 4,535-concept projection contains 113
dossier-backed families, 384 resources and 6,622 governed relationships. The
new HSE host has dated OGL evidence and remains link-and-summary only.

`PACK-004` completed locally on 2026-08-08. Housing/community, rubbish/street
and public/private transport account for all 36 contracted identities, adding
35 dossiers while preserving the deeper missed-rubbish vertical slice.
Forty-four active link-only sources and 13 additional competency questions
passed acceptance. The 5,567-concept projection contains 148 dossier-backed
families, 524 resources and 8,599 governed relationships.

`PACK-005` completed locally on 2026-08-08. Transport enforcement,
shopping/consumer rights and police/legal services account for all 36
contracted identities, adding 35 dossiers while preserving the reviewed
speeding-notice slice. Forty-four active link-only sources and 13 additional
competency questions passed acceptance. The 6,587-concept projection contains
183 dossier-backed families, 629 resources and 10,424 governed relationships.

`PACK-006` completed locally on 2026-08-08. Relationships/family change,
health throughout life and disability/care/support add 36 dossiers and
narratives, 45 active link-only sources and 13 additional competency
questions. Manual health acquisition remains typed and link-only; clinical,
capacity, safeguarding and legal decisions remain with the current authority
or provider. The 7,613-concept projection contains 219 dossier-backed
families, 761 resources and 12,377 governed relationships.

`PACK-007` completed locally on 2026-08-08. Citizenship/democracy,
starting/running an organisation and ideas/creativity/research add 36 dossiers
and narratives, 45 active link-only sources and 13 additional competency
questions. Immigration, electoral, tax, corporate, intellectual-property and
research-publication boundaries remain with the current authority, institution
or regulated adviser. The 8,645-concept projection contains 255 dossier-backed
families, 802 resources and 13,972 governed relationships. Pack 8 is the final
bounded population unit.

`PACK-008` completed locally on 2026-08-08. Holidays/volunteering/living
overseas, later life and death/bereavement account for the final 41 approved
families, adding 38 compact dossiers while preserving the three deeper
death/notification/estate slices. Forty-seven active body-free official links
and 13 additional competency questions complete coverage across all 24
domains. The 9,757-concept projection contains all 293 dossier-backed families,
879 resources and 15,810 governed relationships.

`ASSURE-001` completed locally on 2026-08-08. Deterministic assurance reconciles
all 293 families, 24 domains, 48 processes, 104 competency questions, 879 typed
source links and 15,810 governed relationships with zero blocking omissions.
Six visible Explorer journeys cover national, devolved, local, health, legal
and private-dependency routes from search through Narrative, Graph and official
source. The exact data-plane artifacts are frozen by SHA-256 in the local
candidate manifest. Population completion is met; release grade is not met
because named specialist acceptance and current source re-observation remain,
and publication is neither authorized nor ready.

`SEM-001` completed locally on 2026-08-12. The producer now vendors the
canonical Bundle Wiki v1 profile and lock, pins the canonical semantic
assertion schema byte for byte, and emits bounded official and normalised rich
relationship planes. A digest-bound runtime manifest and SHA-256 route locator
commit every route to its exact incident assertions. The merged Explorer
strict reconciliation gate reports the producer conformant with zero warnings;
the frozen public preview remains unchanged.

## Phase 5 — release candidate and publication

- Complete the initial-sample review, compatibility and scope gates.
- Freeze one reproducible candidate and run all release gates against it.
- Require an explicit owner request before any GitHub Pages deployment.
- Publish identical bytes; do not rebuild during promotion.
- Verify the exact public overview, record, query and graph deep links in a real
  browser before sharing any public bundle URL.

On 2026-08-08 the owner authorized the full population-complete corpus as a
public preview. This supersedes the earlier proposed three-slice sample scope
without changing the release-grade boundary: the preview remains navigational,
non-conformant and visibly subject to specialist review. The exact-byte Pages
publication unit is manual-only and frozen from the population candidate;
deployment and public-browser verification remain the next two gates.

The first deployment attempt on 2026-08-08 was stopped by GitHub: the current
plan does not support Pages for this private repository. Visibility remained
private and no public URL was shared. Local evaluation of the exact staged
candidate found efficient keyword-led discovery and a complete
search-to-source journey, but also found that conversational queries can be
over-constrained and that zero-result searches remove domain browsing. Those
Explorer findings remain separate from the completed population gate.

On 2026-08-09 the owner authorized making the existing repository public.
GitHub Pages deployment run `31297841419` then promoted the pinned 1,549-file
unit successfully. Exact landing and descriptor hashes matched the manifest;
the public Explorer passed search, Narrative, Graph, Resources and official
source handoff. `PAGES-001`, `VERIFY-001` and the preview handoff are complete.
Release grade remains a separate future phase, and the recorded Explorer UI
findings remain open.

On 2026-08-12 the owner authorised a bounded correction to expose the reviewed
rich relationship runtime. Its 1,814-file manifest pins data commit
`c38f927…`; an exact protected-main merge deployment and cache-bypassed browser
journey remain required before the correction is labelled verified.
