Repository-authored code, documentation and ontology terms are available under
the [MIT License](LICENSE). That grant applies only to material authored for
this repository; it does not relicense material owned by source providers.
## Open Government Licence material
Contains public sector information licensed under the Open Government Licence
v3.0.
The information providers and exact source pages are identified in the three
versioned source registers and the
[exhaustive reference inventory](source/exhaustive-reference-inventory.v1.yaml).
Re-use must preserve any
provider-specified attribution, identify the source, link to the
[Open Government Licence v3.0](https://www.nationalarchives.gov.uk/doc/open-government-licence/version/3/),
avoid misleading use or implied endorsement, and respect exclusions including
personal data, logos, crests, the Royal Arms and identified third-party rights.
This repository currently links to and summarizes those pages. It does not
redistribute their page content or assets.
If HSE Crown material is ever reused rather than merely linked and summarized,
use the provider's preferred acknowledgement: “Contains public sector
information published by the Health and Safety Executive and licensed under
the Open Government Licence.” HSE logos and separately identified visual,
multimedia, third-party and excluded product material are not covered by that
statement.
## Reference standards
- **CPSV-AP 3.2.0:** the specification states that its material is licensed
under [CC BY 4.0](https://creativecommons.org/licenses/by/4.0/) unless stated
otherwise, with copyright attributed to the European Union. Any reuse must
identify the creator, title and source, link the licence, retain supplied
notices and indicate changes.
- **Open Referral UK:** the current website says most website content is under
the [Open Government Licence](https://openreferraluk.org/info/terms). Its
statement that GitHub code bases use “CC BY-SA” does not name a version, so
this repository does not infer one for those repositories.
- **HSDS:** the current Human Services Data Specification documentation is
licensed under
[CC BY-SA 4.0](https://creativecommons.org/licenses/by-sa/4.0/). Reuse of
licensed material requires attribution, an indication of changes and the
same licence for adaptations.
- **W3C Recommendations:** SKOS, OWL 2, PROV-O and SHACL are governed by the
[W3C Document License 2023](https://www.w3.org/copyright/document-license-2023/).
This project links and maps terminology without copying specification text.
- **Local Government Services List:** the data.gov.uk record is OGL-labelled
but does not record a version and is dated 2014. It is used only as a legacy
identifier-mapping reference.
- **OKF Explorer:** viewer code is MIT; the Explorer repository's corpus and
documentation are CC BY-NC 4.0. It is used only as a tested consumer
reference.
## Restricted provider references
NHS inform permits personal and non-commercial use and prohibits scraping
without explicit permission. NHS 111 Wales reserves Crown copyright and
restricts copying or redistribution to its content-authorisation policy.
HSCNI permits attributed non-commercial reproduction and requires permission
for other uses. nibusinessinfo.co.uk separates Crown and Invest Northern
Ireland material and requires written permission for republication. These
sources are linked and summarized only; no provider content is redistributed.
The project currently uses these standards only as mapping references. It does
not copy their schemas or specification text and does not claim conformance.
The complete dated decisions and evidence are in
[LICENSE_DECISIONS.md](LICENSE_DECISIONS.md) and the machine-readable
[rights register](source/rights-decisions.v1.yaml).
