# Maintenance and recovery

Refreshes create immutable attempts and provider datapacks. They never rewrite
historical evidence. A source-health failure changes the public access state;
the dated snapshot remains available without being described as current.

The release state is draft, candidate, validated, RC and published. RC
artefacts are promoted by digest without rebuilding.
