# Independent conjunctive routing review

Reviewed the separate optional assertion-guard increment after `58776a79`, checkpointed by its owner as `c19912ba2f70d739c732d0c04842c6c2c6b3f333`. No runtime/source edits, publication or provider calls by this reviewer.

No remaining blocker in the bounded reviewed scope. A guard contains 1–8 unique concept identifiers and is satisfied only by actual directly resolved public concepts. Ambiguity, reached concepts, evidence records and assessment requirements cannot satisfy it. The same helper governs lazy v2/v3 destination loading, direct context traversal, required-path allocation and conditional requires diagnostics. An unmatched guard does not become resource truncation, while an activated unmet path remains insufficient. Unguarded inputs do not acquire the optional diagnostics field.

Independent review found that initial lazy diagnostic pass-through accepted arbitrary precomputed guard decisions. This could falsify an explanation, although evidence eligibility was separately recalculated. The owner repaired it before adoption: decisions are bounded by the validated assertion count, unique, tied to known guarded assertions and recomputed against this exact question and record set; inconsistent or extra data is rejected. Five negative controls retain that boundary.

The reviewer reran the installed Vitest command for `context-guards.test.ts` and `discovery-corpus.test.ts`: **61/61 passed**. Schema, full application and historical replay results were reported separately by the owner; this receipt does not substitute for final DWP or browser acceptance. A matched routing condition does not assert legal applicability, relevance, requirement closure or answer accuracy.
