Hardware-isolated enclaves that strengthen server-side confidentiality and verifiability of federated computation. They improve confidentiality but do **not** remove the need for code review, attestation policy, procurement assurance or oversight — how far to trust TEEs organisationally and politically is an open public-sector question.
