# Use Ask OKF from an external AI client

Ask OKF assembles source-linked evidence. A connected AI can then explain that
evidence. The service does not decide entitlement, calculate an award or generate
an answer. Do not submit claimant names or other personal information.

This is an independent experimental publication, not an official DWP service.
The [architecture decision](adr-remote-ask-okf.md) and
[context guide](context-assembly.md) describe the separation between evidence
assembly and AI reasoning. The [publication procedure](remote-mcp-publication.md)
explains how release claims stay tied to the recorded evidence.

Service-only changes must update this top-level guide and the root changelog as
well as their service documentation. The pull-request impact gate checks that
requirement before deciding which expensive checks are needed; Pages checks it
again before publication.

## Source preparation for service 0.7.0

The 0.7.0 change admits the newer evidence-connect corpus at immutable DWP
revision `7eeded763042ddd0070f4fed834c6074149e8e2f` with a separately pinned,
compatible context engine. Existing source/engine combinations remain
available for historical replay. Build and test results are preparation;
the shared publication record below identifies what has actually been
published and observed.

The remote service and the [workbench page tools](workbench-page-tools.md)
are separate connections. A remote call assembles evidence from an admitted
corpus; a workbench call inspects a saved case or changes its displayed view.
Neither a newer Pages release nor a successful page-tool invocation updates
the remote service. Check source and engine identities before comparing
results. Follow evidence continuations without shrinking the assembly budget
merely to fit a chat message: assembly selects evidence; delivery controls
how much of that evidence crosses the connection at once.

## Recorded public deployment: 0.7.0

For the **latest recorded deployment and verification**, use the shared

On 25 September 2026, the [hosting record](https://github.com/chris-page-gov/okf-dwp/blob/0858f6318188f7812eaff78fce81bda7a5531f5b/validation/compact-delivery/v0.7.0/deployment.json)
records service **0.7.0** as deployed. The separate
[public SDK observation](https://github.com/chris-page-gov/okf-dwp/blob/0858f6318188f7812eaff78fce81bda7a5531f5b/validation/compact-delivery/v0.7.0/sdk/attempt-01/observation.json)
passed **12 evidence cases and 135 requests**,
reconstructing complete packages from bounded reads. It recorded
11,974,541 received bytes, no automatic retries and no model calls.

The hosting record and public health report have different scopes: health does not
independently attest hosted Worker bytes. Delivery checks do not establish complete
legal evidence, specialist acceptance, answer quality or compatibility with a
particular ChatGPT, Data agent or Voice client. This observation includes no new
public browser journey. Earlier failures and observations retain their own scope.

## Smaller responses and inspectable evidence

Version 0.3.0 adds `ask_okf_manifest` and `read_okf_evidence`.
A **manifest** is a small catalogue: which records were selected, their source
links and the evidence gaps. It is not an answer or the source text. The read
tool retrieves exact passages, provenance and diagnostics in manageable parts,
checking the same source version and context identity on each invocation.
The existing `ask_okf` full-package output is preserved.

A returned browser link opens a simple evidence reader. Select **Recreate
evidence** to check and view the evidence. The question travels in the link's
fragment and is not submitted merely by opening it. Shared links still contain
the question, so use general questions without personal information.
This recreates evidence, not the AI's wording or a stored audit history.

The [delivery decision](adr-compact-evidence-delivery.md) and
[service examples](../services/ask-okf-mcp/README.md#compact-evidence-and-browser-review)
explain budgets, continuation and integrity checks. A smaller transfer does not
change source completeness or make an insufficient package sufficient. On 19 September 2026, Sites version 6 deployed runtime commit
`169b8c387a29435d39dc31cbb2066376d84b39a6`. The official SDK verified all three
tools, unchanged full-package outputs, compact reconstruction and three

separate hosting, SDK and browser evidence. This does not establish ChatGPT
Voice support or legal answer quality.

## Historical service 0.5.0 observation — 20 September 2026

Service **0.5.0** used the household and statutory source revision
`3ef0e786e9a18e76fa17c7d925ff509d6d6c9f84` by default. It includes both manuals,
51 authored concepts, 96 selected guidance pages and 20 selected dated statutory
units. The wider source collection remains 513 PDFs and 19,090 measured pages.
Selected evidence is an aid to review: all 40 development tasks still return
insufficient context and retain 203 named obligations. A retrieved legal passage
does not establish how the law applies to an individual.

That public deployment used Explorer commit
`d538de99e6567633204253cd88b87cbe325ac39a`. On 20 September 2026, an actual
remote SDK run passed seven full-context cases and four compact reconstructions
across the four approved source revisions. All 93 requests succeeded without
retries. A separate public reader run passed evidence reconstruction in Chrome,
Firefox and WebKit. Chrome and WebKit passed strict console checks; two hosting
cookie warnings keep Firefox's strict check failed. These are delivery checks,
not legal review, AI answer acceptance or a ChatGPT Voice demonstration. The
[service guide](../services/ask-okf-mcp/README.md) describes the current contract;
[DWP publication follow-up](https://github.com/chris-page-gov/okf-dwp/pull/16)
retains the separate hosting, SDK and browser observations.

Earlier source revisions remain explicitly selectable: the staff-semantic
revision `9de52acf1db84b27f8933d80480eaa850e74fa33`, full-source revision
`bf50ef8d91b9f1ccc2cbdb354198eae74c9ed752`, and original custody revision
`efb05c66616a9cd4328a86cf412780fe7bc7cf0b`. Replaying a link checks its source and
context identity. A changed engine can produce a different context from the
same source; a stale context identity fails closed rather than opening different
evidence under the old identity.

### Service 0.6.0 preparation and evidence scope

The 0.6.0 source is immutable DWP source
`723bcc5b015ab38a026625c2148edbd784edf7c7`. Its semantic base contains
903 records and 1,482 relationships, including 51 authored concepts,
98 selected guidance pages, 20 statutory units and 39 required-support
relationships. These relationships identify passages that should travel together
so that a qualification is not separated from the rule it limits. They do not
make the interpretation official or close the 203 outstanding staff obligations.

All four previous source revisions remain selectable. The new source is approved
only for the current c4f assembler; the older sources retain both frozen
assemblers. Ten local adapter/SDK cases pass, including both current questions
at 512 KiB and four original historical complete-package comparisons. The
care-home package remains insufficient; the unknown-term control contains no
selected evidence. See the [candidate observations](../services/ask-okf-mcp/validation/candidates/release-0.6.0-2026-09-21/README.md).

The local candidate checks preceded the recorded public deployment above. The
[bounded live verifier](../services/ask-okf-mcp/VERSIONED-REMOTE-VERIFICATION.md)
compares exact compact packages. Its health check reports source and engine
identity; the separate hosting record binds the publication identities.

### Reproducible evidence links across assembler updates

The [versioned replay decision](adr-versioned-evidence-replay.md) adds a separate
identity for the **assembler**, the program that selects and packages evidence.
A fixed source alone cannot reproduce a package if that program changes. New
review links therefore record both identities and the expected context digest.

Older links without an assembler identity can be checked against a small,
explicitly approved set of compatible versions. The service returns evidence
only if its complete package matches the expected identity. It identifies which
assembler reproduced the package; it does not invent the unknown original
assembler. Unknown combinations, changed content and exhausted replay limits
fail with an explanation. No replacement answer is supplied.

Before publication, local integration reproduced eight approved
source/assembler combinations, including the original 0.5.0 care-home package,
and retained separate browser and integrity checks. The service preserves the
full-package contract and exposes replay details beside it. Compact reads still
transfer exact evidence in bounded parts. These local checks remain distinct from

### Historical full-source release

The earlier full-source default used DWP revision
`bf50ef8d91b9f1ccc2cbdb354198eae74c9ed752`: 331 DMG PDFs and 182 ADM PDFs,
19,090 measured pages, 18,197 non-empty evidence records and 893 explicitly
accounted-for empty extractions. It retains the existing authored semantic
graph. This profile has **no completeness requirements**: packages remain
`insufficient`, including when useful passages are retrieved.

and snapshot `dwp-context-corpus-73cf69d371e212aba4e7`. The
[additive Explorer descriptor](https://raw.githubusercontent.com/chris-page-gov/okf-dwp/bf50ef8d91b9f1ccc2cbdb354198eae74c9ed752/full-dmg/okf-corpus-context.json)
uses the same binding. Reader, Search and the graph retain their DMG scope;
Ask OKF also retrieves ADM pages and links their official PDFs.

The full-source service is deployed. On 19 September 2026, the official MCP SDK
called the public HTTPS endpoint and verified complete package equality with
the shared engine for imprisonment, hospital admission and the explicit
historical imprisonment version. A separate 43-case raw HTTP run also verified
complete package equality. An initial full-source ChatGPT call reached the tool
but exposed a ranking flaw: conversational words could outweigh the question's
subject. The generic English query filter now omits personal pronouns and broad
forms of “go” and “get”; substantive terms such as “receiving” and “payment”
remain. Current client and published-browser observations are maintained in
[OKF-DWP's demonstration record](https://github.com/chris-page-gov/okf-dwp/blob/main/docs/remote-mcp-demo.md).
Earlier ChatGPT observations below concern the historical 52-record service. See the
[full-source decision](adr-full-source-context-discovery.md) for retrieval bounds.

The original custody profile remains available by explicitly requesting version
`efb05c66616a9cd4328a86cf412780fe7bc7cf0b`. Its source bytes and acceptance
identities remain unchanged.

### Initial full-source HTTPS verification

This records the deployment before the English question-filter correction.
Its results and receipts remain pinned to that earlier engine.

deployed Explorer source commit `751201168bf16ad9caec80eb4c1b9bf8514f1c71`,
with Worker SHA-256

The SDK 2.0.0 run used MCP `2026-07-28` and checked the advertised input/output
schemas, read-only annotations, immutable source identity and every package
field. JSON text and structured content were identical. These are the observed
default-budget results:

The first full-source deployment exposed a Worker transport incompatibility:
the runtime rejected the Fetch `error` redirect mode before requesting evidence.
The adapter now uses `manual` mode and rejects every 3xx response without
following `Location`. Actual workerd execution and an exhaustive 300–399 status
regression verify this boundary; the shared engine and source hashes are
unchanged. A successful SDK call still does not establish complete delivery to
a ChatGPT model, Voice invocation or legal answerability.

The independent raw HTTP client used MCP `2025-11-25` for all 40 supplied staff
question occurrences and three boundary controls. All 43 complete packages
matched direct shared-engine execution and remained `insufficient`, with no AI
answers. All 40 staff questions returned whole-page evidence, including ADM
pages. Ten packages retained an independently located candidate page; 19
retained a page from an independently located candidate document. These overlap
measures test discovery against research starting points, not legal accuracy,
exhaustive recall or specialist approval. The raw-response hashes and per-case
results are in the [initial full-source run receipt](https://github.com/chris-page-gov/okf-dwp/blob/697dd85c1cd5ea5191a77124de5a868d06d1652c/validation/corpus-questions/receipt.json).
These metrics describe the source revision and engine identified by that
receipt. The question-filter correction has its own before/after evaluation;
an earlier transport result does not certify changed application bytes.

## Historical connection and verification: custody profile

The public test endpoint is `https://ask-okf.crpage.chatgpt.site/okf/mcp`.
On 19 September 2026, two independent clients called this endpoint with the
original custody profile and received
complete packages identical to direct execution of Explorer's shared engine.
The current SDK negotiated MCP `2026-07-28`; the other client exercised
`2025-11-25`. The [retained DWP receipts](https://github.com/chris-page-gov/okf-dwp/tree/675edd0c7f52fe9eb692e75646d467d1b4ecc855/validation/remote-mcp)
separate protocol delivery, full-package comparison and ChatGPT observations.

That historical deployment's runtime came from Explorer commit
`9ee4da64283e119aadde457128ced6291c30bcb9`, exported without a second context
implementation. Its compiled Worker SHA-256 is
`9bba73f65de283b60a73f5f7531746af585085e8c6ef32ddd411b0b788cd48f7`.
Sites deployment `appgdep_6aaea5a30a4081918f4093d11a7743e9` uses source commit
`623985aa372a797ff9eb618e78cb810b2de0ba23`. The host reserves `/mcp`, so use the
complete `/okf/mcp` path. A successful GET of the landing page is not a tool call.

### Historical ChatGPT acceptance and delivery limits

The owner's Pro account connected successfully on 19 September. In a text chat,
GPT-5.6 Sol at Extra High invoked `ask_okf`, and the visible tool card contained
the requested arguments and governed response. The then-default imprisonment package
was too large for complete model access: the model reported host truncation,
even though the assembler correctly returned `budget.truncated: false`. An
earlier GPT-6 Pro attempt reported that its returned payload was unavailable.
Neither attempt establishes full-question answer delivery in ChatGPT.

Explicit smaller budgets demonstrated complete delivery in the same account:

These are ordinary budgeted packages from the unchanged engine. The adapter does
not silently shorten evidence, replace it with an AI summary or upgrade the
result to sufficient. The historically verified ChatGPT demonstration is a real
bounded call with visible gaps. Use Explorer or a full-response MCP client for
the complete historical package. Full-question ChatGPT answerability remains open;
future transport changes need separate acceptance and must preserve provenance.

Further client inspection confirmed that the complete historical object reached
the runner, but its emitted evidence digest was also truncated. The model
reported an approximately 10,000-token runner display cap without an exposed
override or persistent object between executions. This is an observation of
that client mode, not a universal ChatGPT limit. A later response produced a
source-cited explanation while acknowledging missing middle portions of its
digest; that useful partial result is not full-context acceptance. The complete
bounded imprisonment retry did inspect the retained chapter 12 source page,
its `normalized` status, derived authority, official PDF URL and locator.

That initial approved source was `okf-dwp`, pinned to content revision
`efb05c66616a9cd4328a86cf412780fe7bc7cf0b`. Its

identities, not claims about today's law or the deployment date.

## Connect in ChatGPT

The current [OpenAI connection guide](https://developers.openai.com/plugins/deploy/connect-chatgpt)
and [plugin quickstart](https://developers.openai.com/plugins/quickstart)
give the following route, checked on 21 September 2026. A reachable website does
not install a tool in an AI session.

### Refresh an existing connection

1. Open **ChatGPT Plugins** and the existing **Ask OKF** connection.
2. Select **Refresh** after a service schema change. Confirm that its actions
   include `ask_okf`, `ask_okf_manifest` and `read_okf_evidence`, all read-only.
3. Start a new Work conversation and explicitly select or mention **Ask OKF**.
   A conversation opened before refresh may retain older tool metadata.
4. Run the bounded acceptance prompt below. If the intended client cannot see
   the tools, record **no call made**; opening the site or using ordinary web
   retrieval does not establish MCP access.

### Create a connection when none exists

1. Open **Settings**, then **Security and login**, and enable **Developer mode**
   if available and not already enabled.
2. Open [ChatGPT Plugins](https://chatgpt.com/plugins) and select the plus button.
3. Give the connection the name **Ask OKF** and a description such as
   “Inspect bounded evidence from the public OKF-DWP demonstration bundle”.
4. Under **Connection**, enter
   `https://ask-okf.crpage.chatgpt.site/okf/mcp` and choose **No Auth**.
   This public read-only service requires no account credentials.
5. Review the three discovered tools: `ask_okf`, `ask_okf_manifest` and
   `read_okf_evidence`. They must be read-only and contain no write operations.
6. Complete **Create**, then **Connect** if offered. Start a new conversation,
   open **Add files and more**, type **Ask OKF** and select the matching plugin.
   Check that its named pill appears before submitting the question.

Availability depends on account and workspace policy. A Pro subscription is
not, by itself, evidence that a specific client can connect. Observe connection,
tool invocation and returned evidence in the intended account. Refresh the
connection metadata after changes to tool names, descriptions or schemas.

### Test the intended session

Use a general question without claimant information. This is a connection smoke
test, not the fixed Staff 012 comparison; the linked DWP client guide below
supplies that benchmark's exact question, source, engine and budget.

project interpretation and your own reasoning. Do not claim legal sufficiency
from successful delivery. Finally call ask_okf_manifest for the unknown term
"xylophonicquasarteleportation"; it should return no selected records and
insufficient evidence. Keep the actual failure if any call fails.

Record each client separately: tools visible, schema version observed, calls
attempted, returned identities and result or error. A brokered client may hide
MCP initialisation and discovery messages; do not claim a raw protocol trace
that was not observed. Do not publish client metadata, location or account IDs.

On 21 September, refreshing the installed ChatGPT connection exposed all three
tools and five approved sources. An existing Codex session still advertised
the older single-tool schema. Its ordinary multi-character control was rejected
by connector validation, while `x` reached the service and returned an
insufficient empty package. Service 0.6.1 uses an equivalent anchored question
pattern for clients that apply whole-string matching. Local regression tests do
not prove that an installed client's metadata has refreshed. The Data agent's
reported no-tool session remains a distinct acceptance gap until it performs

retains the evolving client observations separately from public SDK verification.

## Tool contract

`ask_okf` takes a required logical `bundle` and `question`, with optional `budget`
and approved immutable `version`. It never accepts a caller-supplied URL.

The authoritative input schema is the schema advertised by `tools/list`. Budget
fields are the existing context engine's explicit record, relationship, depth
and byte limits. An unsupported bundle or version is an error, not a request to
retrieve an alternative from the web. Omit `version` to use the approved default;
inspect the returned binding to identify the actual source.

The adapter limits the question to 2,000 characters and the HTTP body to 32,768
bytes. The core's maximum remains 200 records, 1,000 relationships, depth 8 and
524,288 package bytes. The MCP envelope adds transport overhead; these are not
promises about a client's token capacity.

The response is the existing governed context package. It retains:

- the original question, resolved concepts and canonical identifiers;
- complete selected evidence, inclusion reasons and directed traversal paths;
- source URLs, locators, hashes, authority and assertion status;
- the source snapshot and index binding;
- missing evidence, ambiguities, declared conflicts and limitations;
- requested/applied budgets, omissions and truncation;
- for corpus requests, lexical candidates, retrieval limits, fetched-file
  accounting and omissions, separately from concept resolution;
- the deterministic context identity and `ai_answer: null`.

The service does not replace `sufficient`, `insufficient` or `conflicting` with
a simplified success flag. Inspect that status before using the evidence.
Whole source passages remain whole; a tighter budget may make the result
insufficient. The historical imprisonment acceptance package is about 487 KB before MCP
envelope overhead. A client must actually receive that package; a link or a
short summary alone is not equivalent evidence.

## Evaluate full-source discovery

After refreshing connection metadata, call the verified HTTPS `ask_okf` service
with explicit version `bf50ef8d91b9f1ccc2cbdb354198eae74c9ed752` and either exact
question below. Inspect `retrieval`, selected whole pages, source families,
authority, graph paths and omissions. Both results remain insufficient: finding
evidence is not a completeness assessment.

Save unmodified packages and compare them with `assembleCorpusContext` using
the same immutable manifest URL and digest. The service's SDK verifier also
repeats historical imprisonment to prove that its original identity survives.
New ChatGPT and Voice observations must be recorded separately.

## Reproduce the historical acceptance cases

For the tested ChatGPT connection demonstration, use this explicit small-budget
prompt after selecting **Ask OKF**:

The following default-budget cases use explicit historical version
`efb05c66616a9cd4328a86cf412780fe7bc7cf0b`. The larger
imprisonment result hit the observed ChatGPT host limit; do not present these
instructions as a proven complete-answer ChatGPT workflow.

Use a fresh connected conversation. Ask for a real tool call, not a general web
answer:

That historical 52-record index supports a scoped imprisonment case. It does not establish
that every contemporary benefit variant has been captured. The expected
hospital case deliberately tests a different subject for which this context
index may lack the concepts, routes or declared evidence requirements. An
`insufficient` hospital result is a correct boundary result, not evidence that
hospital admission has no effect on benefits.

Use this exact second question with the same explicit historical version and default budget:

The historical public HTTPS observation retained 50 records and 115 relationships but no
applicable declared evidence requirement. It reported hospital admission and
other unresolved terms, with `evidence_status: insufficient`. Those retained
custody records must not be presented as hospital evidence.

Run both with the explicit historical version, save the unmodified packages and compare
their identities with direct shared-engine execution. Repeat using an independent
MCP client. Distinguish tool protocol success, package equality and the quality
of the subsequent AI explanation. The bundle's raw source coverage can be wider
than the material modelled for context assembly.

## Search, WebMCP and Voice

The remote service neither enables nor requires browser WebMCP. A page showing
tool names is not proof that the current browser host can invoke them.

As of 19 September 2026, OpenAI's
[connected-app guidance](https://help.openai.com/en/articles/11487775-connectors-in-chatgpt)
says voice support depends on the app and available features. Ask OKF Voice
invocation must be tested separately; it is not established by text-chat success.
Use a supported text conversation for the reliable evidence workflow. Reading
an already evidenced answer aloud through the MacBook's sound output is a
presentation fallback, not a live Voice tool call. An audio API's MCP support is
also not proof of capability in the subscription's consumer Voice interface.

## Local build and service boundaries

From the repository root, use the service's locked dependencies:

Local listening is useful for development, but ChatGPT cannot reach your
`localhost`. The deployment must serve the compiled service at a reachable HTTPS
endpoint. The service build imports the same engine source used by Explorer; it
does not copy a second assembler. The default manifest is packaged locally;
questions retrieve only its listed, hash-bound files beneath the pinned GitHub
commit. The historical index is entirely local. Provenance URLs never become
automatic fetch targets.

The independent `remote-mcp` CI job validates the service on every change,
including changes to the engine it imports. Service-only changes do not invalidate
the unchanged Heritage browser artefacts. The package schema adds an optional
`retrieval` field; historical packages remain valid without it. The
lifecycle contract classifies the service under `application`. Documentation
and changelog lockstep applies to service code, source pins and dependencies.

The locked official SDK supports the current `2026-07-28` protocol and its
earlier stateless compatibility path. Tests exercise both a current SDK client
and an earlier `2025-11-25` client. This is protocol compatibility evidence;
actual ChatGPT execution remains a separate acceptance observation.

## Threats, privacy and operating limits

Browser-origin validation allows the deployment origin and the declared ChatGPT
origins; local development also permits loopback. MCP clients without an Origin
header remain supported. Origin checks do not authenticate a caller, and public
read-only access is deliberate. The adapter does not request model sampling,
client files, credentials or write capabilities.

Operational diagnostics should record the tool, approved version, duration,
considered/selected record counts, traversed relationships, response size,
evidence status and bounded error codes. They should not record questions,
source passages, credentials or model answers. This does not make a claim about
the hosting provider's access logs or ChatGPT conversation retention.

This endpoint is a public test deployment. No production service-level promise,
specialist domain approval or claimant case-handling authorisation follows from
its availability. Review hosting limits, monitoring, retention and source-update
ownership before depending on it operationally.
