What is in the evidence estate
Collections stay separate because their populations, review states and rights differ. The 80 reviewed records have item-level receipts. Four larger OKF source snapshots are searchable on demand with snapshot and file-integrity evidence, but without those individual receipts.
These counts are not interchangeable. Federated totals are declared source records across four snapshots, not a count of unique government services or proof that every record is current or accurate. Legislation is deliberately excluded.

Why WebMCP matters
Publish evidence and tools, not another government chatbot
This page hosts no AI model. It exposes six bounded page tools over static, source-linked evidence. A citizen-selected AI can use what it already knows about the citizen to choose a tool, then send only the necessary search terms or record identifier. No tool exposes a dedicated profile, conversation-history, location-history or arbitrary-URL field.
- The citizen’s AI understands the situation. Personal context stays outside the government tool input.
- WebMCP exposes a small, inspectable action. Closed schemas and executable validation bound every call.
- OKF supplies governed evidence. The result carries its source snapshot, assertion state, access, rights and limitations.
- The person can check the foundation. Human search returns the same deterministic result without WebMCP.
Privacy and cost are hypotheses to test, not guarantees. A remote AI provider may receive the prompt, tool description, arguments and result. Only local inference can keep that model interaction on the device. Static hosting still has publication, network, maintenance and assurance costs.
